UCA Background:
The University of Central Asia (UCA) was founded in 2000 as a private, not for profit, secular university through an International Treaty signed by the Presidents of Tajikistan, Kyrgyzstan and Kazakhstan, and His Highness the Aga Khan; ratified by their respective parliaments and registered with the United Nations. The Presidents are the Patrons of the University and His Highness is the Chancellor. UCA’s mission is to promote the social and economic development of Central Asia, particularly its mountain communities, by offeringan internationally recognised standard of higher education, and enabling thepeoples of the region to preserve their rich cultural heritage as assets for the future. Summary of Position:
The Librarian/SMM is a member of the Academic Unit at SPCE UCA and reports directly to the Manager of Academic Affairs. The primary role of the Librarian is to provide information support and services to students, faculty, and staff. They also foster users' skills in accessing books and other information resources and support the development of a knowledge centre.
Key Responsibilities (non-exhaustive):
1. Reader Services:
- Courteous and timely support for students, faculty, staff, and visitors.
- Identifying users’ informational needs and assisting in locating and selecting appropriate resources such as books, journals, reports, etc.
- Helping users navigate and utilise effective search tools.
- Promoting the library among staff, students, and external audiences.
- Organising literature displays for programme participants and visitors.
2. Technical Duties:
- Working with and maintaining the library database.
- Managing social media platforms and promoting the school’s educational services.
- Conducting photo and video recording.
- Preparing marketing materials.
- Managing the school’s events calendar.
- Maintaining records of library holdings and submitting monthly reports on the availability and quality of educational materials.
- Analysing the readership of specific educational and other literature.
- Issuing and collecting learning materials.
- Ensuring the preservation of library materials and enforcing rules on library use, safety, hygiene, and fire prevention.
- Submitting book acquisition requests and coordinating delivery with administration.
3. Work with Students, Teachers, and Visitors:
- Providing information on programmes and/or courses.
- Supporting prospective students in selecting programmes and courses according to their individual and professional needs.
- Assisting applicants in completing application forms.
- Coordinating with faculty on book procurement for both the library and students.
- Timely submission of requests for UCA-published materials from the CAO.
- Tracking students’ needs for learning materials.
- Assisting faculty with reproducing materials.
- Receiving incoming phone calls and returning calls to students.
- Promoting SPCE programmes and organising promotional campaigns.
- Other duties as assigned by the supervisor.
4. Communications and Social Media Management:
- Managing and developing SPCE UCA social media accounts (Instagram, Facebook).
- Developing and implementing a monthly content plan in coordination with the regional coordinator/manager.
- Creating visual and written content: posts, stories, videos, posters, photos from events.
- Prompt coverage of key events, trainings, and student/alumni achievements.
- Collecting and publishing testimonials, success stories, and inspirational content.
- Monitoring engagement and reach statistics, and preparing brief reports on communication effectiveness.
- Collaborating with instructors, coordinators, and programme participants to promote SPCE initiatives.
- Gathering information on events and courses to incorporate into SMM plans.
- Coordinating with UCA’s media office regarding branding, visual identity, and communication standards.
Performance Indicators (Effective from 1 January 2026 to 31 December 2029):
- Annual student feedback rating must be no less than 85% – “Excellent”.
- Submission of reports in full and on time by the 3rd of each month – no delays permitted.
- Submission of book purchase requests at least one month prior to the start of courses or programmes.
- Implementation of no fewer than 4 marketing campaigns per year.
- Organisation of at least 6 reading events annually.
- Availability and execution of a content plan: regular scheduling and publication of posts (e.g., 3–5 posts per week, coverage of events, thematic series, etc.).
- Content quality: compliance with UCA's visual and stylistic standards, correct formatting, originality, and diversity of formats (text, image, video, stories, etc.).
- Activity levels: monthly post counts, event coverage, number of stories, posters, and videos created to promote SPCE programmes.
- Audience engagement: average number of interactions (likes, comments, shares), number of engaged followers, participation in polls and contests.
- Audience growth: number of new followers and users after content publication.
- Responsiveness: timely replies to comments, messages, and questions on social media.
- Use of analytics: regular analysis of content effectiveness (reach, engagement, etc.) and preparation of concise monthly reports.
- SPCE representation: presence of posts for each significant event, training, or student success; promotion of SPCE values and mission via social platforms.
